About Us
Who we are
We’re a driven and committed independent organisation, a not‑for‑profit housing association with charitable aims. We exist to help people in housing need by providing, improving and managing good‑quality, affordable homes across Guernsey.
We own and manage over 1,000 homes, ranging from general needs and partial ownership homes to key worker housing, extra care schemes, specialist supported accommodation. As a long term landlord, we don’t just build homes – we remain responsible for them, and for the people who live in them, for decades to come.

Established since 2002, we are independent of the States of Guernsey, but work closely with public, private and voluntary sector partners to help meet the island’s housing needs.
Our purpose is to provide and maintain affordable, safe and well‑managed homes for people in housing need, now and for future generations.
Our purpose drives every decision we make – from how we invest our resources to how we design services and support our residents and colleagues.

Our Strategic Priorities
Our work is shaped by six long‑term priorities:
Protecting our financial sustainability – We focus on maintaining a strong balance sheet, prudent borrowing and long‑term financial planning so that we can continue to invest in homes and services while managing risk over a multi‑decade timeframe.
Investing in existing homes – With a portfolio of over 1,000 properties, prioritising stock condition, safety and quality ensures that our homes remain safe, compliant and fit for purpose for current and future residents.
Growing the supply of new affordable homes – We will continue to deliver new affordable housing where it is financially viable and aligned to our purpose, using partnerships and innovative delivery models to maximise impact.
Providing great landlord services – We aim to deliver responsive, resident‑focused services that build trust, improve customer experience and reflect our responsibilities as a long‑term social landlord.
Investing in our governance, people and systems – Strong leadership, effective governance, skilled colleagues and robust systems underpin our ability to operate safely, compliantly and efficiently in an increasingly complex environment.
Partnering with others – By working collaboratively with the States of Guernsey, funders, developers and community partners, we can achieve shared outcomes and deliver more than we could on our own.
Our Governance

GHA is independently constituted and governed. We are a company limited by guarantee with charitable objectives, accountable for delivering our purpose responsibly and sustainably.

Good governance is critical as our business becomes more complex. We are investing further in governance capacity, compliance, performance management and assurance to ensure that our oversight keeps pace with our ambitions.
Our Board
Our Board brings together a mix of challenge, support and expertise. It is made up of five voluntary Non‑Executive Directors, recruited for their skills and experience and three Executive Directors.
The Board sets strategic direction, ensures financial and regulatory oversight, and holds the executive team to account, while staying rooted in our social purpose.
Board and staff work closely together, with shared ownership of our vision, values and priorities.
Meet our Non-Executive Directors and Executive Directors
Derek Brown
Chairman of the Board, Non-Executive Director
Derek is a retired chartered surveyor and company director, he has extensive experience in the financial and legal sectors, and residential and commercial property. He is also a former Chairman of Governors of a UK Charity Commission-regulated Boys’ Preparatory school in England.
Rachel Copeland
Non-Executive Director
Rachel was a children’s nurse prior to training as a health visitor in 1992 and worked with families in Guernsey until her retirement. Rachel developed and led the Guernsey Parents Partnership, supporting families with additional needs. She is a director of a number of Guernsey charities and most recently has been part of the development of Bright Beginnings Children’s Centre.
Ian Bloese
Non-Executive Director
Ian was a partner of Campbell & Bloese, a civil and structural engineering practice on the island and brings this experience to the GHA board. His role with Campbell and Bloese meant that he was heavily involved with engineering aspects for a number of housing developments on the island. He was also engaged in commercial developments and insurance claim works connected with structural damage. He has since retired and has no involvement with the business since the sale of the practice.
Jody Newark
Non-Executive Director
Jody is a financial services professional, with experience gained primarily in the investment and fund management sector. She has a broader background in corporate governance and legislation gained through further professional and academic qualifications. Her experience in operational and business risk means she can identify and analyse potential issues pragmatically and advise on strategic decisions. On a personal level, she also has a keen interest in property development and social housing locally.
Simon Kildahl
Non-Executive Director
Until his retirement as a partner in an international law firm, Simon worked on real estate finance and banking law, advising retail and investment banks, funds, insurance and property companies. His experience includes the provision and development of housing including key worker accommodation as well as bond and bank finance for housing associations. Simon relocated to Guernsey in 2020.
Victoria Slade
Executive Director (Chief Executive)
Victoria Slade joined Guernsey Housing Association in 2023. As chief executive , she is responsible for managing business performance, delivering on the GHA’s business plan and maintaining a close working relationship with the States of Guernsey. Victoria’s priorities are to further develop the GHA’s relationship with stakeholders whilst ensuring the properties remain in excellent condition and tenants receive a great service.
Lisa de Kooker
Chief Operating Officer & Deputy CEO
Lisa brings more than two decades of experience in public service, having worked for the States of Guernsey across a range of operational, policy and strategic development areas focusing on efficiency changes and setting future direction. Over 10 years of her career were dedicated to housing, culminating in her role as Head of Housing & Infrastructure. In that position, Lisa developed the government’s strategic plan for addressing the island’s housing pressures and oversaw delivery of the Affordable Housing Development Programme. She holds a BSocSc in Public Policymaking and Administration and a CIPD qualification in Personnel Practice.
Victoria Sloan Dip IoD, FCCA
Chief Financial Officer
Victoria has been appointed to take up the role of Chief Financial Officer and joined the organisation in May 2026. She is an accomplished executive director and chartered accountant with deep expertise in finance, governance, and regulatory oversight. Victoria’s earlier consulting and public sector experience spans AML/CRS/FATCA remediation, GFSC mandated risk programmes, and capital investment governance for Guernsey Electricity and the States of Guernsey Treasury. At GHA, in addition to being the finance and business planning lead, Victoria will also be providing leadership on risk, procurement, ICT, and data protection.
