Who we are

At Ocean Housing we look after nearly 5,000 homes and, through our construction company Gilbert & Goode, we build new ones. Together, we are committed to making a meaningful contribution to Cornwall’s housing shortage and making sure more people have access to the homes and support they need to thrive.
All our customers need a safe, comfortable home they can afford. Some find a way onto the property ladder in their hometown. And some need a little more: financial advice, mental health support or supported accommodation.
Whatever helps our tenants and customers feel secure and settled, we work incredibly hard every day to make it happen.

Since we were established in 2000, we have invested over £200 million in the county through community involvement, property development, jobs and apprenticeships.

  • To deliver 1,000 new homes of all tenures by 2030.
  • All new homes being built to have a minimum EPC rating of B and capable of contributing to our carbon-neutral ambition by 2050.
  • Ocean Housing will contribute to the Cornwall Council housing strategy and be a major provider of new affordable homes in the county.
  • 100% property health and safety compliance to be in place each and every year.
  • By 2030, it is our target that all existing homes will be a minimum of EPC C.
  • We are working towards a detailed cost analysis to achieve carbon neutrality by 2050.

Our Governance

At Ocean Housing, we believe that strong governance and sound financial management are the foundations of a successful, growing business. Both Ocean Housing and Gilbert & Goode follow the principles set out in the National Housing Federation’s Code of Governance, ensuring we stay transparent, accountable and focused on doing the right thing.

We regularly test and review our performance against similar organisations to make sure we’re delivering the best possible services for our tenants and customers.

As a registered housing provider, we’re regulated by the Regulator of Social Housing (RSH) and work to meet the standards they set for housing associations across England.

Ocean Housing Ltd is the parent company and a Community Benefit Society. As a registered housing association, we’re committed to delivering services that are effective, supportive and centred around the needs of our tenants.

Gilbert & Goode is our well-respected housebuilding company. It delivers high‑quality open‑market homes and supports Ocean Housing — as well as other registered providers in the region — to meet local housing need by building new, sustainable homes that strengthen communities.

 

Our Boards

We have two Boards:

  • Ocean Housing Board – our parent company Board, responsible for the overall strategic direction and long‑term sustainability of the organisation.
  • Gilbert & Goode Board – overseeing our construction and commercial activities, this Board helps ensure we build high‑quality homes and generate surpluses that can be reinvested back into our communities.

Both Boards include a mix of executive and non‑executive members, bringing independent challenge, specialist knowledge and lived experience. The Ocean Housing Board also includes a tenant voice.

Supporting our Boards are three Committees, each with delegated responsibilities to provide deeper oversight in the following key areas:

  • Audit & Risk Committee
  • Remuneration & Nominations Committee
  • Customer Services Committee

Working closely with our Executive Team, our Boards provide the oversight that keep us focused on delivering safe homes, great services and long‑term value for the people we serve.

Our existing systems and procedures are well developed with responsive day to day management decisions being made by the Executive Group and Senior Leadership Team.

The Boards continue to develop a strong and informed style of management, ensuring procedures are in place to enable continual monitoring of achievements and compliance with appropriate standards. This is done to evidence accountability and to respond to scrutiny and challenge from our tenants and customers.

Our commercial activities focus on creating profits to reinvest in our core social purpose, helping us improve our homes, services, communities, the environment, and opportunities for employment and training.
