Job Title: Chief Executive

Responsible To: The Board of SBHA

 

Overall Purpose

 

The Chief Executive is responsible for achieving excellence in the delivery of services to  SBHA’s customers by providing inspirational leadership and direction to the organisation and its People, ensuring sustainable growth and delivery of strategic aims and objectives.  To support the SBHA Board of Management in determining the vision for SBHA and in setting corporate objectives and values to enhance lives and communities across the Scottish Borders.

 

 

 

 

 

Principal Accountabilities

Leadership

  • Accountable for the strategic leadership to the Executive and Leadership Teams, and overall direction to SBHA’s people, co-ordinating and integrating activity towards achieving SBHA’s objectives and values.
  • Advise and assist the Board in determining the Association’s Strategic objectives and values  and compile the Strategic and Business Plan.
  • Lead the Executive Team to ensure that appropriate programmes are developed and integrated with Strategic Plan and Business Plan commitments and contribute to the overall achievements of SBHA targets and objectives.
  • Establish a performance orientated culture that delivers SHBA’s targets on the customer journey, financial strength, value for money and growth.
  • Instils, models and promotes behaviours consistent with SBHA’s values and standards.  Overall responsibility for creating  a culture of innovation, collaboration and continuous improvement, in which Teams and individuals  strive for high quality of services and value for money and work across traditional boundaries to achieve stronger outcomes and standards.

 

Financial & Governance responsibility

  • Ensure SBHA’s financial viability through effective frameworks of financial control, treasury management and business planning.  Oversee the expenditure of SBHA’s resources and make considerable investment and financial decisions and recommendations to the Board of Management.
  • Develop budgets in line with business plan requirements and ensure effective commissioning and financial controls are in place, to deliver value for money and minimise associated strategic risks.
  • Ensure that the Board of Management has appropriate information and independent advice to perform its responsibilities concerning its governing instruments, the law and the need to maintain financial viability.  Deliver effective governance cycle planning and content to ensure the business of the Board is properly conducted with access to appropriate information to support effective decision making.
  • Ensure that effective assurance frameworks  are in place to support compliance with all relevant legislation, national standards and outcomes, alongside RSL regulatory requirements and standards.
  • Maintain and develop proactive relationships with the Scottish Housing Regulator, local authorities and other agencies in order to improve the Association’s reputation as a preferred partner and maximise opportunities to contribute to strategic objectives.

Strategy

  • Oversee the development of the overall Strategic & Business Plan and delivery of financial and programme commitments associated with it.
  • Advise the Board on key management, housing, social, economic, political, legal, investment, resource and operational factors and assist the Board to develop and maintain strategies, policies and services.
  • Facilitate effective governance of Performance and Programme Management and that business plan, goals and targets are revised as required.
  • Ensure that performance is reported to the Board and take appropriate steps to ensure that corrective action is taken where necessary, and that business plan, goals and targets throughout the group are revised as required.
  • Develop and consolidate SBHAs reputation as a business with social purpose – recognised as such by customers, stakeholders, the public, the Scottish Government and the public and third sector.

General

  • Lead the development of effective  relationships and collaboration with partners e.g. Tenants, communities, local authorities, Scottish Govt, third sector and public bodies to enhance SBHA’s impact  on local communities.
  • Model and promote behaviours consistent with SBHA’s values and standards and observe and continually promote equal opportunities and diversity in compliance with Association policy. Promote and represent the Association locally and nationally.
  • Commit to continuous personal and professional development and keep abreast of emerging or new legislation, standards and best practice.
  • Carry out any other reasonable duties appropriate to this post, as requested by the Board of Management
